The National Bureau for Counter-Terror Financing (NBCTF) at the Ministry of Defense, was established in March 2018. The formation of the NBCTF occurred due to an Israeli Cabinet decision laying out the functions and objectives of the Bureau.
The establishment of the NBCTF aims to unify and concentrate national efforts to counter the financial infrastructure of terrorist organizations, perpetrators, and parties involved in Terror Financing.
NBCTF operates under the Ministry of Defense to fulfill and execute the authorities of the Minister of Defense as outlined in the Counter-Terrorism Law, 5776-2016, concerning the designation of terrorist organizations, seizure and confiscation of terror-related assets. The Law allows the Minister exclusive authorities to issue designations, seizure, and blocking orders. NBCTF is also responsible for comprising the annual report submitted by the Minister of Defense to the Cabinet under the "Law of Freezing of Funds Paid by the Palestinian Authority in Linkage with Terror, from the Funds Transferred to it by the Israeli Government, 5778-2018."
The Minister of Defense appoints the Director of NBCTF in consultation with the Prime Minister and reports directly to the Minister of Defense.
